The terminal shares only one invoice including the QR code as well as IRN along with the supporting information pertaining to the container. This invoice has a digital signature. Going forward, this invoice shall combine the features of the legacy commercial invoice as well as the e-invoice which rolled out in October 2020.
Public Notice (PN) 11/2020 is issued by the Commissioner of Customs (NS-III), DPD Cell, Jawaharlal Nehru Custom House. It permits registered DPD or CFS importers of containerised cargo with AEO status to pay TAMP approved terminal handling charges (THC) directly to the Terminal. Importers can also opt to pay through shipping lines as per their tariff / commercial dealing with importers and shipping line.
As per PN 11/2020, DPD registered customers who have not yet been granted AEO status are not able to pay THCs directly to the terminal.
THCs and other charges will be billed to shipping lines unless prior written consent has been received from the customer. See the box on this page for standard letters. We further recommend that importer informs shipping lines / nvocc’s / freight forwarders and all intermediaries of their consent to avoid any double billing / misunderstanding in this regard.
The Terminal is not a party to terms of shipment between carrier and importer. Hence, if importer, exercises the option to pay THC to the Terminal, the option will be exercised for ALL shipments arriving at the Terminal.
It is not possible to pay THCs due to Gateway Terminal India Private Limited at the port of loading. The Terminal has no overseas office or representative that is authorized to collect THCs and other charges on its behalf.
Please note that any request to the terminal with regards to edits in the invoice towards GSTIN update shall attract re-invoicing charges.
A PDA is a statement sent in advance of a ship’s port call, with estimates of charges are likely to be incurred, including charges that are applicable to your imports.
Maintaining a security deposit is not mandated by Public Notice 11/2020. The Terminal recommends maintenance of a security deposit in line with Terminal’s commercial policy. Please contact the Terminal for advice.
All importers with a DPD facility must register and open a PDA and maintain a positive Proforma Disbursement Account (PDA) at all times. See Public Notice 53/2018 for further information. As per Section 58 of Indian Major Port Trust Act, 1963 - Rates in respect of goods to be landed shall be payable immediately on the landing of the goods. In compliance with the said provision a positive PDA will be required at the time of delivery of containers.
How do I set up a PDA?
Instructions and a link to register a PDA are available in the box on this page. PDAs are set up at registered entity level only and cannot be set up for separate divisions. One PDA per registered DPD a/c with AEO status is adequate for all financial transactions with the Terminal.
PDA Administration
THCs are billed and deducted from PDA upon discharge. Other services, if availed are billed and deducted from PDA upon delivery /gate out of container. Invoices with updated ledger balance will be sent to your registered email address the next working day between 0400 and 0800 hrs.
PDAs are normally credited within 6-12 hours if a transfer is made to one’s unique virtual account no. This is the preferred method. Transfers will be applied the next working day if transferred to general a/c. Transfer made post 1200 hrs on Friday, weekends and public holiday will be credited to one’s PDA at noon the following working day.
In case of negative PDA two shifting charges per container type shall be levied.
